Syncthing
Syncthing keeps folders of files matching across two or more of your computers directly, without storing them in a cloud service. It is for people who want to sync their own files privately and without a company in the middle.

What we couldn't confirm2
- Whether Syncthing runs on phones (the README only mentions computers and GUI wrappers for Windows, Mac and Linux)
- Whether the GUI wrappers or Docker setup count as a full app for non-technical users
